Darling Downs Positive Behaviour Support
Building a local behaviour support service for regional Queensland
Darling Downs Positive Behaviour Support is a developing practice stream of The Human Flourishing Practice™, led by Dr Carol Schultz in Warwick, Queensland.
The service is being developed in response to the need for accessible, relationship-based behaviour support across the Southern Downs, Darling Downs and surrounding regional communities.
Dr Carol Schultz has received a suitable outcome under the NDIS Positive Behaviour Support Capability Framework and is continuing to establish the professional capability, governance arrangements and service systems required for future service delivery.
We are now inviting Expressions of Interest from participants, families, carers, support coordinators, schools and service providers who may wish to access behaviour support services in the future.
Important: This is an Expression of Interest register only. Darling Downs Positive Behaviour Support is not currently accepting participants for NDIS Specialist Behaviour Support services. Registering your interest does not create a service agreement, clinical relationship or guarantee that a future service will be available.

Understanding positive behaviour support
Positive Behaviour Support is a person-centred, evidence-informed approach to understanding behaviour.
It begins with the recognition that behaviour may communicate a need, experience, preference, difficulty or unmet condition in a person's life. Rather than focusing only on reducing behaviour, positive behaviour support seeks to understand what is happening around the person and strengthen the conditions that support safety, participation, connection, dignity and quality of life.
When formal services become available, behaviour support may include:
- Understanding the context, patterns and possible purpose of behaviours of concern.
- Identifying strengths, interests, communication preferences and environmental supports.
- Working collaboratively with the person and the people who know them best.
- Developing practical, proactive strategies for home, school, work, community and support settings.
- Supporting families, carers, educators and disability support teams to build confidence and capability.
- Where relevant, supporting lawful, accountable and least-restrictive approaches to reducing and eliminating restrictive practices.
Positive Behaviour Support is not about trying to change who a person is. It is about understanding the person's experience and creating conditions that help them participate, belong and flourish.
Who the future service is intended to support
Darling Downs Positive Behaviour Support is being developed for children, young people and adults who may be experiencing behaviours of concern that affect their:
- Safety or wellbeing
- Participation at home, school, work or in the community
- Relationships with family, peers, support staff or others
- Access to education, community life or everyday activities
- Ability to communicate needs, preferences or distress
The Expression of Interest register is open to people across:
- Warwick and the Southern Downs
- Stanthorpe and surrounding communities
- Toowoomba and the Darling Downs
- Goondiwindi, Inglewood, Texas, Tara and nearby areas
- Other regional Queensland communities seeking local or telehealth-supported options
A strengths-based and collaborative approach
Darling Downs Positive Behaviour Support will be grounded in the values of The Human Flourishing Practice™.
Person-centred
The person's identity, voice, preferences, culture, relationships, interests and aspirations should sit at the centre of planning.
Collaborative
Families, carers, educators, support workers, allied health professionals and other important people are partners in understanding what is happening and what may help.
Neuroaffirming
The aim is not to make a person appear more typical or compliant. The focus is on safety, communication, dignity, participation and environments that work better for the person.
Practical
Strategies need to make sense in everyday life. They should be clear, achievable and relevant to the people who will use them.
Regionally committed
This service is being developed to strengthen access to local behaviour support in regional Queensland, where specialist services can be difficult to obtain.
About Dr Carol Schultz
Dr Carol Schultz brings more than 35 years of professional experience across education, guidance counselling, disability, family support, community practice and leadership.
Her work through The Human Flourishing Practice™ is informed by the Schultz Human Flourishing Model™: a strengths-based framework that considers the social, relational, educational, cultural and community conditions surrounding a young person's life.
Darling Downs Positive Behaviour Support will draw on this same commitment to understanding the whole person and the conditions that can support participation, belonging, connection, learning and future opportunity.

We are building an Expression of Interest register to better understand future behaviour support need across the region.
Registering your interest may help us to:
- Understand demand across the Southern Downs and Darling Downs.
- Plan future service capacity responsibly.
- Contact interested people if and when appropriate service-delivery arrangements are in place.
- Share occasional service-launch updates, if they choose to receive them.
There is no obligation to proceed with any future service by registering an Expression of Interest.

Information submitted through this Expression of Interest form is collected only to:
- Record your interest in future behaviour support services;
- Understand regional demand and plan potential service capacity;
- Contact you about future availability or service-launch updates, where you have asked us to do so; and
- Meet applicable legal, professional and record-keeping obligations.
Information will be stored securely and accessed only by Dr Carol Schultz, or a person authorised to assist with administration of The Human Flourishing Practice™.
We will not sell, rent or trade your information. We will not share your information unless you consent, disclosure is required or authorised by law, or it is necessary to lessen or prevent a serious threat to life, health or safety.
You may request access to, correction of, or withdrawal of your Expression of Interest information by emailing [email protected].

Dr Carol Schultz is not currently accepting participants through Darling Downs Positive Behaviour Support for NDIS Specialist Behaviour Support services. Any future service offering will be subject to appropriate professional, clinical-governance, contractual and operational arrangements.
